Vee: South Qeynos. Bottom of the steps at the Mage Tower. If u dont know which steps , its inside the Mage tower , explore a bit and refer to pic. For evil chars , u need enter Qeynos via Down Below.
Fen: North Freeport. Scroll on the table near Paragon Jalex. He can be found at upper level . Take elevator up to find him.
